ABOUT THE CONTINUUM OF CARE (COC) PROGRAM COMPETITION


The FY Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

This Notice of Funding Opportunity (NOFO) establishes the funding criteria for the FY Continuum of Care (CoC) Program. Every year the U.S. Department of Housing and Urban Development (HUD) releases a several billion dollars available to the CoC upon application. HUD may add to the total amount with any available funds that have been carried over or recaptured from previous fiscal years. O’ahu CoC NOFO Ranking

A panel of impartial evaluators reviewed and ranked all applications, as shown below. Historically, HUD has funded Tier One projects, while Tier Two projects receive funding when possible. This ranking chart, along with all CoC competition applications, was submitted to HUD.

Although the CoC established rankings for the 2024-2025 applications, HUD made adjustments, providing additional funding to various agencies and defunding those ranked at the bottom (highlighted in peach)
