ABOUT THE CONTINUUM OF CARE (COC) PROGRAM COMPETITION


The FY Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

This Notice of Funding Opportunity (NOFO) establishes the funding criteria for the FY Continuum of Care (CoC) Program. Every year the U.S. Department of Housing and Urban Development (HUD) releases a several billion dollars available to the CoC upon application. HUD may add to the total amount with any available funds that have been carried over or recaptured from previous fiscal years.   • DV providers can utilize the HUD APR from Sage. Providers are reminded to ensure that dates on their APR reports align with the dates asked in the RFP.

  • Yes, Renewal Applications will be need to also have a completed expansion request for increased funding.

  • The 15% de minimis indirect rate is effective starting October 1, 2024, and that grantees with executed grant agreements prior to October 1, 2024 can use the 15% de minimis indirect rate, if the executed grant agreement already indicated that the grantee is using the de minimis rate, and only for costs incurred on or after October 1, 2024.

  • Yes, the budget template is required for all project types. The performance and drawdown schedule is also required for all project types.

  • No, applications must be printed on one side only for hard copies.

FY24 CoC Builds RFP Questions & Answers:

  • The 25% match must be within the grant period.  If it is in that period, it should be an eligible cost as long as the 25% is used for the project/property.

  • This should always be the process.  A plan on how to assist, even if it is just referral to programs that may be able to assist.  The NOFO does not state anywhere that it is mandatory.

  • As long as when the contract is done, the amount of PSH matches what was in the contract is set.  Also, the entire project would need to be PSH due to the fact that none of the funds to purchase, renovate or new construction can go to non PSH.

  • As long as no funds are used on PSH units. Again, this may be difficult for renovation and new build.
